The Fourth Session of the Eighth National People's Congress hereby decides that the people's congresses and their standing^{1 committees of Shantou City and Zhuhai City be vested with the power to， in light of the inpidual circumstances and practical needs of their special economic zones and in accordance with stipulations of the Constitution and the basic principles of the laws and regulations， make regulations which are to be implemented2 within the respective special economic zones of Shantou City and Zhuhai City and submitted to the Standing Committee of the National People's Congress， the State Council and the Standing Committee of the People's Congress of Guangdong Province for the record； that the people's governments of Shantou City and Zhuhai City be vested with the power to make rules for implementation3 within the special economic zones of Shantou City and Zhuhai City respectively.}
